The level of development of civilization is not least determined by the attitude of its members towards people with disabilities. Currently, the vast majority of countries are actively working on the development of barrier-free conditions. Ukraine is no exception.
The goal of this program is to create an accessible environment. In other words, low-mobility population groups should have access to all significant facilities on an equal basis with persons without disabilities. Removing barriers to access to social infrastructure facilities by people with disabilities, the elderly and other low-mobility population groups in Ukraine.
The main direction of the proposals was the formation of accessibility of priority facilities: healthcare institutions, administrative buildings and premises, social service, culture and sports premises, etc. For disabled people in wheelchairs – equipment with elevators, ramps, lifts, equipped transport (social taxi), sanitary facilities equipped inside the premises in accordance with relevant standards, etc. for the hearing impaired – placement of light indicators and signs. For the visually impaired – equipment with guide rails and signs in Braille. Also priority areas of the program are increasing the efficiency of their employment, social adaptation, rehabilitation and equipment.
It is planned to involve all stakeholders in the development of comprehensive model solutions, namely: people with disabilities, experts, representatives of specialized organizations, executive authorities, united territorial communities (UTCs), entrepreneurs, philanthropists and Ukrainian manufacturers of assistive technologies and devices. An analysis of the latest technologies and devices existing today was conducted, which will allow including the best products in the list of recommended equipment to ensure an accessible environment.
In many ways, the problems of ensuring an accessible environment for people with disabilities, senior citizens, and other groups of citizens with limited mobility are related to the lack of standard solutions for equipping social infrastructure facilities, a lack of information among employees of enterprises and organizations, and limited resources.
The current regulations are not sufficient to ensure and do not contain a sufficient list of modern equipment that can be used to ensure an accessible environment. It is obvious that the state, despite the existing state programs, will not be able to solve this problem in the coming years due to limited resources, as well as the war in Ukraine. This requires the consolidation of the efforts of all stakeholders, including business and NGOs.
