Tender Announcement No. 14 for the Selection of a Provider of Official Website Modernization Services

Charitable Organization “Charitable Foundation ‘Revival Source’” (hereinafter – CO “CF ‘Revival Source’”) announces a tender for the selection of a provider of services for modernization of the organization’s official website https://www.cfsrua.com/.

The tender is conducted to select a qualified provider for modernization of the official website of CO “CF ‘Revival Source’”.

The result should be an updated, visually appealing, and user-friendly website with expanded functionality, multilingual support, and improved SEO performance.

The request for quotations has been initiated for the project “Path to Resilience,” implemented by CO “CF ‘Revival Source’” within the project “Phoenix: Strength of Communities,” carried out by the East Europe Foundation with support from the European Union.

Deadline for submission of commercial proposals:from October 22, 2025 to November 02, 2025 (inclusive).

Terms of Reference (List of Main Works):
Website Redesign:
  • Creation of a PSD mockup for the new website design;
  • Updating website functionality;
  • Updating visual appearance;
  • Improving graphics.
Backend Development:
  • Development of the server-side part of the website on a CMS platform (WordPress);
  • Migration of the existing website to a new platform;
  • Database configuration and integration with required plugins and modules.
Frontend Development:
  • Website styling in accordance with the approved PSD template;
  • Adaptation of the design for different devices and browsers (responsive design);
SEO:
  • Optimization of website SEO parameters;
  • Configuration of metadata, URL structure, and sitemap;
  • Integration with analytics and SEO monitoring tools.
Other Works:
  • Adding multilingual support to the website;
  • Transfer of the website to a new hosting provider.

Payment for services will be made in the national currency of Ukraine by bank transfer.

Expected Documents from Participants:
  • tender proposal in UAH (with or without VAT depending on participant status), indicating hourly rate, total amount, and contact details of the responsible person;
  • proposal prepared on company/entrepreneur letterhead (if available), signed by an authorized representative and stamped (if available);
  • brief company information (experience, clients);
  • recommendations (if available);
  • copy of extract from the Unified State Register of Legal Entities and Individual Entrepreneurs;
  • for sole proprietors under the simplified tax system – copy of extract from the Single Tax Payers Register.

The request for proposals is open to all legally registered companies able to provide the specified services.

General Requirements for the Tender Proposal:
  • expenses related to preparing and submitting the proposal shall not be reimbursed, including in case of cancellation or if the tender is declared unsuccessful;
  • the cost of proposal preparation shall not be included in the tender price;
  • the participant bears full responsibility for preparing the proposal and determining prices in accordance with applicable legislation.
Tender Winner Selection Criteria:
  • Compliance with the terms of reference. Degree of compliance with tender requirements regarding functionality, design, multilingual support, SEO, etc.
  • Work experience. Availability of successfully implemented similar projects (links to completed works, client recommendations).
  • Price proposal. Reasonable cost of works and its correspondence to the quality of the proposed solution.
  • Timeframe for implementation. Realistic work schedule and optimal delivery period.
  • Methodology and project implementation approach. Clarity, consistency, and relevance of the proposed methodology.
  • The tender proposal must remain valid for thirty (30) calendar days from the submission deadline.
Selection Conditions:

Participants will be selected based on compliance with criteria, experience, proposed price, and methodology.

The organizer reserves the right to reject proposals that do not meet the stated requirements.
