Tender Announcement No.15 for the Selection of a Catering Services Provider
Charitable Organization “Charitable Foundation ‘Revival Source’” (hereinafter – CO “CF ‘Revival Source’”) announces a tender for the selection of a provider of catering services or prepared meal supply for events during a series of trainings in the city of Kharkiv.
The request for quotations has been initiated for the project “Path to Resilience,” implemented by CO “CF ‘Revival Source’” within the project “Phoenix: Strength of Communities,” carried out by the East Europe Foundation with support from the European Union.
Deadline for submission of commercial proposals:from October 23, 2025 to November 02, 2025 (inclusive).
From November 26, 2025 to July 26, 2026, seven events (trainings) are planned in the city of Kharkiv, held regularly once per month.
The provider shall ensure catering services or prepared meal supply for events. Catering includes two coffee breaks per day and lunch in the quantities specified below:
- hot beverages (coffee, tea);
- water, juices;
- sweet and savory snacks (cookies, croissants, fruits, etc.).
- first course, hot dish (meat or vegetarian), side dish, salad;
- dessert, beverage;
- disposable or eco-friendly tableware, napkins.
- Delivery address: 127A AeroKosmichnyi Ave., Kharkiv. Table service and cleanup are not required.
- Provision of hot beverages.
- Ability to adapt the menu to participants’ dietary needs (upon request of the заказник).
- tender proposal in UAH (with or without VAT depending on participant status), indicating hourly rate, total amount, and contact details of the responsible person;
- proposal prepared on company/entrepreneur letterhead (if available), signed by an authorized representative and stamped (if available);
- sample menu (2–2 options) specifying dish composition, portions, and price of each option (for example coffee break, lunch);
- brief company information (experience, clients);
- reference letters (if available);
- copy of extract from the Unified State Register of Legal Entities and Individual Entrepreneurs;
- for sole proprietors under the simplified tax system (Group 2 or 3) — copy of extract from the Single Tax Payers Register (including tax group and relevant KVED, e.g. 56.21 “Event Catering Activities”).
The request for proposals is open to all legally registered companies and sole proprietors (single tax payers of Group 2 or 3) providing catering services or prepared meal supply for events.
- expenses related to preparing and submitting the proposal shall not be reimbursed, including in case of cancellation or if the tender is declared unsuccessful;
- the cost of proposal preparation shall not be included in the tender price;
- the participant bears full responsibility for preparing the proposal and determining prices in accordance with applicable legislation.
Payment for services will be made in the national currency of Ukraine by bank transfer.
- Compliance with the terms of reference. Completeness of catering or prepared meal supply in accordance with requirements (coffee breaks, lunches, delivery).
- Work experience. Availability of similar catering projects for organizations, businesses, or events of up to 15 persons.
- Price proposal. Reasonable service cost and correspondence to menu quality.
- Quality of proposed menu. Composition and variety of meals.
- Service organization. Punctuality and delivery speed.
- The tender proposal must remain valid for thirty (30) calendar days from the submission deadline.
Participants will be selected based on compliance with criteria, experience, proposed price, and methodology.
The organizer reserves the right to reject proposals that do not meet the stated requirements.
