Partnership for the Development and Quality Improvement of Social Services in the Kharkiv Region

The Charitable Foundation “Source of Revival” (CFSR) and the Kharkiv Regional Centre of Social Services signed a new version of the Memorandum of Cooperation, reaffirming their intention to continue working together to develop the social services system and support residents of Kharkiv Region.

The partnership between CFSR and the Kharkiv Regional Centre of Social Services began in 2020 and was significantly strengthened following the start of the full-scale invasion. During this period, the parties implemented a number of joint humanitarian and social initiatives aimed at supporting the most vulnerable groups of the population.

As part of this cooperation, CFSR representatives and Oksana Radich, Director of the Kharkiv Regional Centre of Social Services, jointly participate in the work of the Council on Internally Displaced Persons under the Kharkiv Regional Military Administration, chaired by Ms Radich. They also contribute to the work of the Regional Coordination Council on Family, Gender Equality, Demographic Development, Prevention and Combating of Domestic Violence, Gender-Based Violence and Human Trafficking.

The updated Memorandum creates new opportunities to deepen cooperation and implement joint initiatives aimed at restoring, developing and strengthening the capacity of the social services system in the communities of Kharkiv Region.

The document provides for:

• the development and implementation of modern social services;
• the strengthening of the material and technical capacity of social service providers;
• the professional development of social sector specialists;
• the exchange of practical experience and best practices;
• the implementation of joint humanitarian, social and development projects.

While continuing rapid humanitarian response where assistance is needed most, the Charitable Foundation “Source of Revival” (CFSR) is also working systematically to strengthen the social sector in Kharkiv Region. The Foundation introduces practical solutions for communities, supports the professional development of social workers and contributes to the creation of accessible, high-quality social services for the population.

We express our sincere gratitude to Vita Kovalska, Deputy Head of the Kharkiv Regional Military Administration, for her continued support and personal contribution to the implementation of social initiatives that help develop the social services system and ensure timely assistance to residents of Kharkiv Region under martial law.

We are convinced that strong cross-sectoral partnership, mutual trust and shared responsibility form the foundation for effective support for people, the development of the social sector and the strengthening of community resilience across Kharkiv Region.
