ransparency, Integrity, Communication, and European Integration: CFSR Contributes to Strengthening Effective Public Oversight

A working meeting was held to discuss the development of public oversight, the prevention of corruption, greater transparency in the activities of public authorities, and stronger cooperation between civil society and government institutions.

The meeting was attended by Yevhen Koliada, Adviser to the Chair of the Public Council under the Main Department of the State Tax Service in Kharkiv Region on corruption prevention and counteraction and Head of the Relief Coordination Centre; Bohdan Matvieiev, Expert of the Public Council’s Committee for the Prevention and Combating of Corruption and Chairman of the Board of the Charitable Organization “Relief Coordination Centre”; and Serhii Zhuk, Director of the Charitable Foundation “Source of Revival” (CFSR) and Adviser to the Chair of the Public Council on cooperation with anti-corruption bodies, law enforcement agencies, public authorities and local self-government bodies.

During the meeting, participants developed proposals for implementing public oversight measures to be submitted for consideration by the relevant Committee for the Prevention and Combating of Corruption and the leadership of the Main Department of the State Tax Service in Kharkiv Region. This work is being carried out in accordance with the Public Council’s 2026 Activity Plan and is aimed at improving cooperation between the public and government institutions.

Particular attention was given to organizing joint public events involving representatives of civil society and public authorities. Participants discussed opportunities to strengthen communication, develop partnership initiatives and introduce effective mechanisms of public oversight.

The key areas identified during the meeting included:

  • developing stronger cooperation between public authorities, civil society organizations and businesses to improve transparency, accountability and effective governance at the community level;
  • monitoring the quality of administrative services provided to taxpayers and improving the service delivery component of public institutions;
  • strengthening systematic cooperation with the Main Department of the State Tax Service in Kharkiv Region, the State Tax Service of Ukraine and the Kharkiv Regional Military Administration to ensure the timely identification and mitigation of corruption risks;
  • strengthening international confidence in Ukrainian public institutions by promoting openness, transparency and good governance, which are essential for attracting international support and advancing Ukraine’s successful European integration.

Participants emphasized that effective public oversight, openness of public institutions, constructive dialogue between government and civil society, and the development of high-quality and accessible public services are essential components of the country’s recovery, the strengthening of democratic institutions and Ukraine’s continued progress towards membership in the European Union.

The Charitable Foundation “Source of Revival” (CFSR) will continue to actively contribute to the development of cross-sectoral partnerships and support the principles of integrity, transparency and responsible governance, helping to strengthen public trust in government institutions and promote the development of communities across Kharkiv Region.
